The UN Security Council held an open debate on Thursday as lethal strikes, demolitions and violence rose in Gaza and the West Bank. More than 1,400 Palestinians have been killed in Gaza since the October 2025 ceasefire, the UN said.

Nearly all of Gaza’s 2.1 million people still need shelter help as winter sets in. The UN migration agency warned that current supplies meet only about 17 per cent of needs.

Aid deliveries remain blocked by underfunding and Israeli restrictions, according to the UN relief agency OCHA. Access is limited to more than 64 per cent of Gaza’s land.

Winter Aid Falls Short

Humanitarian teams have brought in fuel, plastic sheets, winter clothing and medicines. But officials said these supplies are far from enough for the cold months ahead.

Partners recorded airstrikes, shelling and naval fire across Gaza’s governorates in recent days. The UN repeated that civilians and civilian buildings must be protected at all times.

West Bank Violence Rises

In the West Bank, more than 1,600 settler attacks were recorded this year as of mid-September. Over 4,300 Palestinians have been displaced, the UN said.

Israeli forces also raided civil society offices and a medical complex in Ramallah this week, detaining several people. The UN human rights office called for an end to the crackdown on civic space.

Aid agencies said winter will make life even harder for families living in tents. They called on donors to increase funding so that shelter and heating supplies can reach those most in need.
